NOTICE OF ASSOCIATION NOTICE IS HEREBY GIVEN AS FOLLOWS: That the Articles of Association of Community Improvement District No. 1 of the City of Blair, Nebraska have been filed in the office of the City of Blair, Nebraska and are available for inspection, the purpose of which is the formation of a Community Improvement District, under the provisions of the Community Improvement District Act, Neb. Rev. Stat. §§18-3501 et seq., as amended (“Act”). A hearing will be conducted by the City Council of the City of Blair, Nebraska at 7 p.m. on October 13, 2026 in the City Council Chambers, Blair City Hall, 218 S 16th Street, Blair, Nebraska regarding the formation of the proposed Community Improvement District and any objections thereto. Any objections regarding the formation of the Community Improvement District shall be filed with the Clerk of the City of Blair, 218 S 16th Street, Blair, Nebraska at least seven (7) calendar days prior to the date of such hearing. The real estate proposed to be included in the Community Improvement District is described below and the owner or owners of such real estate will be affected by the formation of the Community Improvement District and will be rendered liable to taxation and special assessment in accordance with law in addition to any other taxes or assessments of the City and other existing taxing entities, for the purpose of construction, installation, improvement, equipping, maintenance, and repair of public infrastructure in or related to such Community Improvement District, and contracting with the City in which the Community Improvement District is located, or other political subdivisions of this state for any public purpose. The real estate is described as: Lot 7, Hayden Place First Addition Replat One, an addition to the City of Blair, located in Section 23, Township 18 North, Range 11 East of the 6th P.M., Washington County, Nebraska, now known as Lots 1 thru 138 & Outlots “A” and “B” inclusive, Bear Creek, a subdivision, as surveyed, platted and recorded in Washington County, Nebraska The names of the proposed trustees for such Community Improvement District are as follows: Paul McCune Michelle Zimmerman Jason McCune Phil Zimmerman Susan McCune The aggregate maximum permitted levy rate for all purposes is proposed to be an amount not to exceed 0.70 per $100.00 of taxable valuation in such Community Improvement District, to be deposited and held in the funds of the Community Improvement District and used for general corporate purposes, including payment of principal of and interest on any outstanding bonds, warrants, or other obligations of the Community Improvement District.
